If you want to create new Users as another User you can do this with ServiceStack Studio using AdminUsersFeature which enables the following Admin Users APIs which you could also call programmatically without using Studio UI.
You’ll need to download the latest v5.11.1 on MyGet which adds support for generating API Keys for Created Users.
