It seems that currently the conditions in the AutoQuery admin screen is AND. It would be nice to have optional AND/OR condition groups like most filters provide. How likely is this getting added?

The conditions is whatever your AutoQuery Service is configured to use which by default it uses AND to filter results. Please refer to the AutoQuery docs on how to change Querying Behavior.
Not for this case, but in future you can submit feature requests to UserVoice so we can capture and measure demand for the feature and be able to notify those interested if/when it gets implemented.
